After installing Nuance's Dragon Naturally Speaking 13, and then uninstalling it, you get:

The procedure entry point __telemetry_main_invoke_trigger could not be located in the dynamic link library VCRUNTIME140.dll.

Nuance offers an unsinstaller named DNS13Remover135.exe. Well the first fact that they need to offer a seperate uninstaller tells you there main uninstaller is broken. Furthermore DNS13Remover135.exe does not get rid of the __telemetry_main_invoke_trigger alert.
